How Do Companies Apply for Export Incentives in Egypt?

Egypt offers significant export incentives through the Export Development Fund — but most manufacturers never claim what they're entitled to. Here's how the system works and how to navigate it.

The Export Development Fund (EDF)

The Egyptian government provides cash incentives to exporters through the Export Development Fund (EDF), administered under the Ministry of Trade and Industry. These incentives are designed to support Egyptian manufacturers competing in international markets by partially offsetting the cost disadvantages they face.

Who Is Eligible?

Egyptian manufacturing companies exporting goods produced within Egypt are generally eligible. Key requirements include:

  • Registration with the General Organisation for Export and Import Control (GOEIC).
  • Products must be manufactured in Egypt with a minimum local content percentage (varies by sector).
  • Company must be in good standing with tax and social insurance authorities.
  • Exports must be documented with proper customs declarations and bank receipt of foreign currency proceeds.

Types of Incentives

  • Direct cash incentives: A percentage of the FOB export value, paid directly to the exporter. Rates vary by sector and product type.
  • Logistics cost support: Support for export-related freight and logistics costs.
  • Market development support: Partial funding for international exhibition participation, trade mission travel, and international marketing materials.

The Application Process

  1. Register with GOEIC and obtain your exporter card (if not already done).
  2. Accumulate qualifying exports with full documentation: commercial invoices, customs export declarations (Form 13), and bank remittance certificates confirming foreign currency receipt.
  3. Submit the incentive claim to the EDF within the prescribed period (typically within 12 months of the export transaction). The claim file includes all supporting documents.
  4. Track and follow up. EDF processing times vary. Appoint a responsible person internally to manage the portfolio of claims and follow up systematically.

Common Reasons Claims Are Rejected or Delayed

  • Missing or incorrect customs documentation.
  • Foreign currency proceeds not received within required timeframe.
  • Local content percentage not met or not documented.
  • Submission outside the filing window.
